모듈은 워크스페이스마다 GitHub 환경을 하나씩 만들고, auto_apply에 있는 것을 빼면 모두 필수 리뷰어를 둡니다. 액션의 pending 스텝은 필수 리뷰어가 없는 환경을 거부합니다. 그 워크스페이스가 스텝의 auto-apply에 있을 때만 예외라서, 실수로 승인 없이 적용이 시작되는 일은 없습니다.
