v0.3.0 always applied before the merge. To keep that, add apply-before-merge: "true" to the pending, apply and merge steps. To apply after the merge instead, change the workflow to the one in Get started: add the push trigger, plan on pushes too, run pending on pushes and workflow_dispatch only, make the gate need only the plan jobs, and drop the merge job.
